Biden signed a decree imposing sanctions against the DNR and LNR

Biden approved the imposition of sanctions against the DPR and LPR the recognition of which President Vladimir Putin announced on Monday evening.

The document prohibits US citizens from any investment in the economy of the DNR and LNR, import into the United States, directly or indirectly, of any goods and technologies from the republics, export of any goods from the United States in the DPR and LPR.

The decree says that Moscow's recognition of the republics contradicts “Russian obligations in accordance with the Minsk agreements”, and also threatens peace, stability, and the sovereignty of Ukraine. In doing so, it “represents an unusual and extraordinary threat to U.S. national security and foreign policy,” the document says.

The impending executive order was previously announced by the White House. The statement also said that Washington intends to announce “additional measures due to Russia's violation of its international obligations.” “To be clear, these measures are separate and will complement the swift and harsh economic measures we are preparing in cooperation with our allies and partners in the event that Russia invades Ukraine,” they said.

Secretary of State Anthony Blinken explained that the decision to ban investments in the DPR and LPR is intended to prevent Russia from benefiting from the recognition of the republics. The sanctions are not directed against Ukraine or its people, he added.

Blinken also stressed that the United States strongly condemns Moscow's decision and believes that such a move means “total rejection” from Russia's obligations under the Minsk agreements.
